HIDI Qu’Appelle Housing Program

The Qu’Appelle Housing Project is just one of several Independent Living models available to consumers in the disability community. The program has been in place since 1987, and consists of eight individually adapted suites located in an apartment block in central Winnipeg. The Qu’Appelle Housing Project is overseen by the ILRC, and shares the philosophy promoting consumer control.

The tenants of Qu’Appelle Housing Project share a pool of Independent Living Attendants (ILA) who are onsite 24 hours a day. These ILA’s provide a variety of services to the tenants, including personal care, housekeeping, and other support that may include assistance with budgeting and banking. The services provided vary, reflecting the continuum of Independent Living skills. Each consumer in the project is expected to take an active role in directing the staff as to the type of assistance they may require.

The tenants of the Qu’Appelle Housing Project are viewed as the employer, and as such, play a key role in the operation of the Project. Tenants participate in the creation of policy governing the program, as well as the interviewing, hiring and evaluation of staff.

In keeping with the Independent Living philosophy, the tenants of this Project are legally responsible for all aspects of their lives, including finances, life-decisions, contracts of tenancy, and the like.

Qu’Appelle Housing Project has provided employment to both formally trained Health Care Aides as well as those with no formal education in the field. Tenants and management of Qu’Appelle Housing Project have found that ILA’s who understand, and are able to apply the Independent Living philosophy to their work are the most effective in this particular environment.
